Lead the README with Power/Control/Tuning/Desktop. Keep paru and install.sh. Atomic conf writes and time-capped helpers; prefer /usr/bin then PATH; no z13ctl digest so KDE/Cachy ~/.local still works. Packagers must ship z13_power_io.py.

Lead the README with Power/Control/Tuning/Desktop. Keep paru and the
Forgejo install.sh path. Conf writes are atomic; helpers are time-capped
and reaped. Prefer /usr/bin then PATH; no z13ctl digest so a paru rebuild
and ~/.local/bin still work on KDE/Cachy.

Packagers must ship z13_power_io.py next to z13_power_common.py.
