Omarchy-styled settings panel, live theme parsing (unquoted colors.toml hex), Diagnose toggle, and idle-path efficiency (sysfs poll, no z13ctl on the timer).

omarchy: restyle settings and follow the live theme fa339e5f02

Rebuild z13-power-settings as an Omarchy sidebar panel, parse unquoted
colors.toml hex so Qt surfaces track theme-set instead of the Nord
fallback, and make Diagnose a toggle on the tray flyout.

service: cut idle z13ctl polling for low-end boxes 2366f4cbf5

Poll platform_profile over sysfs, parse service.conf on mtime, write
status.json only when it changes, and keep settings/telemetry z13ctl
off the timer until those pages are shown.
